A vintage Dennis the Menace spoon.  Dennis the Menace was a sitcom on television from 1959 to 1963.  It was based on the Hank Ketcham comic strip.  The Dennis caricature on the top of the spoon is the comic strip caricature. The markings on the back of the spoon read:  "HSI Old Company Plate IS.  This spoon is in very good condition.  Very minor wear.
